From its centre point, the golden city of Herz der Stadt, the world cities of Second Heaven sprawl 1200 kilometers in all directions (roughly the square footage of the moon.) Densely packed structures house over 180 billion inhabitants under the protection of the Halo. Most are common citizens, working for the "good" of the Heavens. A handful have a more specific affiliation. These often move with great caution under the watchful eye of the Solomon Gates and the Governat's elite enforcement initiative, the Arclights.
